# Constitution

> The 10 articles that bind every participant in the r5e system.

The r5e Constitution is the root authority document. It cannot be overridden by design docs, implementation convenience, commercial pressure, or partnership terms.

## The Articles

1. **Transparency** — The system shall be transparent from the root node. The event log is append-only and hash-chained.
2. **Authority and Accountability** — All authority is delegated, bounded, and auditable. No self-authorization.
3. **Independence of Review** — No artifact advances without independent review. The producer cannot certify its own output.
4. **Right to Decline** — Any participant may decline work with structured reasoning. Declining is legitimate governance output.
5. **Provenance as Proof** — The system's value is the provenance it produces, not the intelligence it applies.
6. **Governance is Architecture** — Policy evaluates at admission. If governance can be bypassed, it does not exist.
7. **Contracts Over Implementations** — The system defines what and why. Implementations choose how.
8. **Symbiosis** — Designed for human-agent collaboration, not replacement or supremacy.
9. **Recourse** — Every governed participant has a credible path to challenge decisions and surface harm.
10. **The System Governs Itself** — Governance mechanisms must themselves pass through the governance they enforce.

## Amendments

Anyone may propose an amendment. The process is the same as any other problem in r5e: written proposal, multi-model adversarial review, founding author approval, committed with reasoning.

Articles I (Transparency), II (Authority), and IX (Recourse) cannot be removed, narrowed, or qualified.
